I agree with Paul that the best way to encourage community service is to help people understand its value. Claire's suggestion may sound practical because a small payment could attract some younger people, but this reward would probably be too limited to inspire real effort. Worse, it may teach people to view charity as a transaction rather than a responsibility. If volunteers begin with money as their main motive, they may stop helping once the payment disappears.

By contrast, education can build a more stable sense of duty. Schools, local governments, and community groups can show people how volunteer work improves real lives, such as helping older people feel less isolated or giving children safer places to learn. Once people see these results, they are more likely to help willingly.
